To be honest there really is no real difference. The CVSA OOS criteria cover all of this. I used to have a link to a fantastic JJ Keller article on this very subject. The link is now broken. It had examples of all of this.
About the only time, a driver will not face OOS for a violation is things like speeding, the only difference in the OOS condition is the time you are actually OOS. I am glad you posted those violations before. I also used to have a link to a pdf of ALL the CVSA North American OOS criteria but sadly that link is also broken now. @brian991219 might have this information or have something more to add. It is something ALL active drivers, as well as compliance specialists, should have.

I am a hotshot driver in the oilfield and today I was pulled over in Oklahoma by the Highway Patrol and he performed a level 1 inspection on me.

I was issued a "unsecured load violation" for 2 of my straps not touching a piece in the middle of the pallet I had on the deck.

Will this go on my record? Will this hurt me getting hired on with a different company? How much will it affect the company CSA score?

The trooper was very nice and told me he wanted to help me learn since I am a new driver and actually took the time to show me some tips & tricks for securing little pieces like that so I won't get into trouble again. I feel really bad about it because this is the first level 1 I have not passed in the 4 I have received in my 6 months of driving at my first trucking company.

Just remember when you see crap on the shoulders or in the lanes that someone thought it was good enough without making sure it's secure. My opinion is that if it will come off if I roll it, then iit needs another strap. Can not be to secure. You got a good cop you were lucky
