Not sure why I took the picture at this particular point and why i don't have more pictures from later, I didn't leave this particular load with only 4 straps across the top. However, I'm going to post it simply to say, I've hauled many loads similar to this out of the LA area, and I like to mark them in a way that I can see if they shift even a little. Loads like this, using only straps, no chains, bouncing over the tore up LA roads, subject to many brake checking jackwad drivers, have never moved the slightest bit on me or come loose.

Any shipper can require the product being shipped to have criteria.
Must be chained
Must wear pants
Must wear steel toe boots
Must have hard hat
You can recommend to your shipper they include a list for a transportation company to follow when they move your product.
Don't let the idiots fall between the cracks. Alot on here know what I'm talking about. -

(I am an A&M white truck, dry van fleet currently. I talked to you guys, but you were a bit far from home, so went to A&M, but then decided to try dry van because I didn't want a flat top sleeper lol) -
As to the OP load, I don't see how you can meet the FMCSA requirements to restrain against forward movement at 80% of the load weight, with only 2 blocks that are taller than they are wide.
How do you get 20k pounds friction from two 12 inch blocks with no friction mats on smooth steel beams?
If it were on multiple blocks, or full width contact, or something else, I could see it, but how much smooth steel to smooth wood contact do you actually have? Not much, compared to the weight of the steel.
Also, you are relying on wood in a non-strength direction.
If you are a rigger, you have to consider the 16 inches of leverage on the blocks in the forward direction that you are putting on then if friction is your only securement.
Now maybe if they are crane grade kiln dried and inspected hardwood, but even then, what is the sheer force being applied, and how much force would it take to split the blocks at a 45 degree angle downward, as the downforce of straps and gravity is compounded by the inertia driving the steel forward.
If you have the friction, then it just rips the blocks apart, and if you don't have the friction, it just slides forward.
Basically, there is no way to meet the 80% rule without something pulling it back, such as chains!
Even forward and side to side is iffy with just friction on the 2 blocks. -

I'm sure there were at least two more blocks under it. I would think you would want two under the middle to support the wgt of the winch and motor. I assume that's what is sticking up in the middle of the beams. I wouldn't want it on just two blocks at each end. Jmo.
