I would say your wrong.. It is common sense that one should turn on their flasher but does the law always make sense? NO... it is a state by state and The majority it is what they want you to do.. But in a few they have a law against it..

I have heard of it....drivers told me in Cali they are not allowed for running slower and Cali calls it directing traffic. dunno that's what I was told.

No, technically it does not...No where in that section of the CVC does it mention "slow moving vehicles". That section is open to the interpretation of the citing officer and the courts. This is the same
section i used to argue to the judge when i was cited by CHP for the use of flashers by a slow moving vehicle. The judge agreed that a vehicle moving 30 mph slower than is a hazard....

Ok, If you really want to answer this you must look up an annotated version of the code. Usually found in a West Law publication. These are usually fairly up to date. If you really want to be sure you have the correct interpretation then you must look the case up in Shepard's you need a law library to access this information.

You are correct that the VAST majority of officers will not cite
you for this UNTIL you get that 1 SOB whos had a bad day and is going to take it out on you.
But i ran into such an officer who cited me for 25250 CVC and i tried to explain about 25251(a)3, but since he was the all knowegable GOD of the CHP he didn't care. Luckily the judge saw it my way and threw out the cite... -

Again, who's interpretation of "safe", Mine or The CHP? I felt what i was doing WAS the safest thing to do and the CHP did NOT see it that way. I gave him my reason for using my flashers (going about 30mph below the 70 mph at the time of the stop) but he refused to listen. The judge felt what i did was not only prudent at that time, but was trying to be safe, so he tossed the ticket. To this day i still use the flashers the same way and will continue to do so for My safety and that of everyone around me....
