Actually you are both right, lol. It depends on the device and the carrier (network technology.)
Most Verizon 3g devices that were made for Verizon only do not have a SIM card.
All Verizon phones made for their newer 4G LTE network do have a SIM.
Phones made international travel or sales outside of the U.S. will usually have a SIM regardless.
Phone that are made for use on EITHER the CDMA or the GSM network (customer choice of carriers) will have a SIM card.
So I think that all GSM devices have a SIM -

LTE is based on GSM, and so needs a SIM card. That's why the new Verizon (and Sprint) devices have them. -

won't be an easy decision when sprint gets rolling with the extra towers they were granted by the fcc.
it is speculated that sprint will be the bigger footprint when all is said and done. -
I have Verizon and have the unlimited Data, when I need a new phone I go and buy it outright pay full retail price and keep my unlimited plan.

There is also the looming Sprint/ T-Mobile possible merger. The CEO of T-Mobile would be put in charge and the Sprint one put out to pasture. The new company would be called Softbank USA. The old CDMA network would be converted to GSM.
