Just last week, I had the same problem. My original alternator was over charging 18 volts.
I replaced with a new alternator and it was doing the same thing your alternator is doing. I drove 200 miles with no change in dropping and rising of voltage.
So I replaced with another new one and this new one pegs at 14 and doesn't move. Problem may be your NEW alternator. -
Turns out, the idiots at TA (3 different shops) don't know ####. The starter was screwed up and was causing all of this. It even melted the wires around it, causing other electrical problems. Took it to an International dealership, they said they fixed it. Going to pick it up in PA this week. We'll see.
