I had a truck with a spiking voltmeter. Tested voltage at batteries and alternator and it was still 13.8 volts despite the voltmeter pegging out at 18. Further testing revealed a rotten ground from battery to frame. So yes, start at the batteries and work your way through the charging system until you find your fault. Its usually always the basic stuff: shorts, opens, grounds.
