Like speed and breaking distance is affected by weight, Speed and fuel economy is affected by wind drag. It’s progressive. Slowing down in a non aero Truck will result in a higher % mpg increase than in an aero Truck. Aero Truck still beats it. Likewise an aero Truck will suffer less mpg loss at higher speeds than a non aero. Percentage wise. They both will suffer loss at higher speeds due to wind drag. Resistance decides the amount.
