    I have noticed the Stockton to Sacramento area is heavy on LEO Patrols. In one sense its a good thing (less crime) ,but it gives the LEO's more time to write traffic citations. I had a High School Science teacher who was reserve LEO or a retired LEO. He told us that while there wasn't a formal quota the supervisors wanted to see at least one or two traffic citations on the officers daily report.
