Because they are two different products to serve different wants and needs. I don't want Google Maps cluttered with all that other garbage if I'm trip planning.

For traffic speed monitoring, every mobile user serves as a reporting agent no matter if they are running a mapping app or not. All the other aspects of Waze rely on fellow Waze user's inputs.
