Yes it is.
I think you have no option but pay the fine and learn from this. Sealed or not it is your responsibility to safely transport the load. You need to monitor your load the entire trip and when a problem like this arises a driver should call their company for guidance. Companies have a procedure to break a seal and re-seal it. This happens all the time with mechanical issues,accidents. etc..
I hope you let the customer know the load shifted that much so they weren't surprised when they opened it up, that is how carriers lose contracts.

I don’t like that mindset that someone always has to be at fault when something goes wrong. It’s pretty sad the government wants to steal my money over something like this. I already paid the ###########. But really do feel shafted on this. The point of dot is to keep people safe and the point of monitoring weight is to make sure shippers don’t try to load you with excessive weight which would be unsafe. It’s kind of pathetic in my opinion that they would even bother over a few thousand pounds. They just want money. Same thing with cops. Don’t do anything useful to help anyone but gladly take your money. Bunch of parasites

If you don’t like that mindset, you must hate when YOU are the person who is personally responsible for the thing that went wrong. As soon as you had a load shift it should have been addressed. Lol. There are no pity parties in tucking. I think that’s what you were looking for. Take what you can from this and move forward.
I’m curious how much you were over weight, $1500 is a huge over weight ticket.
