On road crews and shovels.. What is orange and sleeps three" NC state pickup/ (BIL not happy with that one, engineer there.)

NC highway crew shapes up and dispatched to go 7 miles south and repair some washout under a bridge end. In time, bull is shot and they leave.
Arrive at site and oops, forgot the shovels. Radios in to Dispatch to seek guidance.
Dispatch mulls, solves and reply's to No Shovels.
Bob's crew is leaving in about 30 minutes to go past you for a job, he will bring your shovels...

Crew No Shovel back to dispatch: Well what are we to do while we wait for him to get here with our shovels??
Dispatch done slipped the end knot in his rope with these clowns, says: Well hell, just lean against each other till he gets there"
