I had to read it a couple times, but I think I get it. But just to be clear, you weren’t talking about Dave?

That’s good! I was worried a shop had you by the balls.

Any welding to be done during the build, pay a certified welder to do it and get an signed invoice describing the work in detail.
Reason, OSHA is hell on welding on forklifts for laying liability for accidents related to uprights (@homeskillet might have heard).
I would imagine DOT would have some similar hooks to stick in, and the whole things does not have to (it broke where I welded), just on the machine involved.
It is known in the machinery business as "paying a few bucks to pass the buck" of liability. Not questioning your design, fabbing or welding, just offering some free advice as insurance.

I lost interest in Nascar when they implemented the restrictor plates....

    How NASCAR Safety Works

Most everything they have changed for "car requirements" has kept me away. They allow custom fab body panels most places, do they even require factory roof panels any more?

They don’t charge more. It’s all the bonus points on the fuel card that make it lucrative

At the time when ramps are used there isn't really much exposure to liability - lifting or dropping the trailer. The potential exists for damage to tractor or trailer, but probably not the load nor persons watching.
