    Not all the chargers are web connected.... Purposefully mine isn't. Would also have a court fight on their hands if they wanted to force a second monthly meter fee on me that the utility would charge. Not sure the car collects and stores the data that would be needed and I'll be belligerent if OR tries to force me to track the power that I purchase in WA and use in their state. Interesting concept but would need some major brain power to make it work properly and efficiently.

    Hybrid are a second issue. My 40mpg is effectively taxed at a lower rate per mile than a standard gas powered car that gets 20mpg.

    I know a couple of years back OR was looking at doing a miles use tax, similar to what they do with big trucks. Good idea but nearly impossible to enforce when a significant number of people that work in Portland live across the river in WA. Also a problem if you are looking at taxing WA, CA, and ID residents for the benefit of OR.

    Your 3-year 36k M7 Series maintenance cost for that car at the BMW store is north of $7500-$8000 about $1100 per oil change @5000 miles but if you go the 15k miles it's over $3500. But a regular oil change and service on a X3 runs about $470 at the dealership.

    Oregon Department of Transportation : OReGO: Oregon's Road Usage Charge Program : Programs : State of Oregon

    Looks like they have a voluntary system in place for their miles use game. With a pool of about 2100 vehicles.

    They are trying to charge people almost 2 pennies per mile for road usage. Looks like the carrot they use is rolling back some tacked on registration fees for Hybrid, EV, and other low/non gas/diesel taxed cars.

    The TLDR (too long didn't read) version is.
    Annual fee of $110 added to the registration of an EV if not part of the program.
    Fee is removed if it is signed up for OR pay per mile program.
    Better off paying the registration fee if the car goes over 5500 miles per year
