    It will be interesting to see how this plays out.

    What is puzzling to me is that a stream channel alteration permit that covers any disturbance below the ordinary high water mark (OHM), is a joint application permit with state agencies and the Army Corps of Engineers, which of course is a Federal Agency. It would seem that the Corps would have acted on this before it got this far, since it is within the park boundary. According to the article that area has certainly flooded during runoff before, and it is hard to imagine that none of the disturbance was below the OHM.

    Idaho has a state historical society that will protect many man-made items like dredge spoil piles if it is thought that there is historical significance. The Yankee Fork Restoration projects that we participated in had many set aside areas of dredge tailings that we were not allowed to disturb as a condition of the restoration permits.
