Id do the fingerprints first. They take time. They send them now right to the DMV. Maybe go DMV first. When I first got mine, you walked in the DMV with said TSA letter. Now it's all emails and wizard of Oz.

Call a location near your home base and ask the questions so that you are set up to get the discount for doing both background checks at the same time.

A quick side note: Passport/passport card should be proof of citizenship. Passport card as apposed to book are cheap but only usable for Land not air crossing.
