Yeah it is hard to avoid, but I used to go in October of each year to buy my vehicle tags. I'd say up to about 2010, afore you could get them by mail.

The vehicle tags is my annual trip there courthouse 10 minutes away, do it by mail 10-14 days, and even though it doesn't change the price or expiration i like to use them up before I donate more misdirected funds.
