If you want it to last an length of time, have the journals finished properly to size.
By using shim to pen clearances, you will still have issues around the radius of the journal.
New cranks are most often not finished to size as supplied, especially now that so many casting and machining processes are done in countries that aren't overly worried about accuracy.
Another issue you are overlooking is bearing crush. A thou may seem insignificant, but if you allow any chance of movement, it will eventually end up in a spun bearing.
Really, your friend is trying to save you future grief and even more money out.
