Still.... why would the directions that came with it say to only flush a few quarts?

It's not a hot water heater. You don't heat hot water.

Ok this is more of a steamer question than a hot water heater. You have minerals that are suspended in water. When you heat water the minerals will drop out of the sollubility of the water (well most will). These minerals go to the base or in boiler terms "the mud ring". It is the mud your trying to flush.

So why only 2 quarts, as opposed to the tank? It is because you only want to wash out the base and not the whole tank. Get a bucket. Attach a short hose from the bottom of the water heater and put the other end in the bucket. Open the valve and shut it off when the water appears to go clear comming out of the heater. Looking at this volume you will see it isnt more than a gallon. You can flush more if you want. It really is user prefference.

Drain and flush once a year. Turn the temp down, hook up a hose, open valve and let it run until clear and cool water, maybe 5, 10 minutes tops. Cheap maintenance.

Now I did do a semi home repair. For some reason the exhaust fan on the stove seemed like it wasn't exhausting. Cause the kitchen, living room, and hallway were filling with smoke ( clue ).

It seemed like it was blowing air back instead of out.

And we have a truckload of chicken breasts to cook. I says to The OM, " This could be a situation. "

So The OM says, " Take the screen off and look up there. "

So, I did. Looked like it was blocked on top of the fan.

    AH HA !!!!!!!!

There's a flapper thingy up there that was stuck closed. So I opened it. Now the kitchen, living room, and hallway are all clear.

Addendum: I am NOT a carpenter.

Half the underlayment is down. Our knees and backs are toast. I went to kneel and felt a little burning in the joint. Then my friend's knee started locking up.

That's that. Not gonna press further. House work is nice, our health is nicer.

Five hours of work is pretty #### admirable, though. Getting there.
