Reminds me of a time I tried "salsa" by Newman's Own since I like their other products. It reminded me more of a thin marinara than salsa.

Pico de gallo. Just add some more peppers to it.

Years ago a buddy in an lH R220 Sleeper coming out of FL. Up on US29 a dude cut him off violently and made him mad. He chased him to Atlanta before his step tanks ran out and he had to veer on to US78 to come in.
Arrived at shop, walked into owners office and requested a set of saddles be hung on his tractor.. They did install. If R. P. McMinn ever ran up on that guy again, he would have run him to Canada and there would have been a reckoning.

They do things like that in Mexican joints in MS and in Lex, KY. Seems like a thing to kind of advertise the culture.

To answer your question, it's because the chips cost him almost nothing, and you walk out with more food than you ordered. Brilliant way of doing it. Owner of a local hamburger joint in my town would sell a really good cheeseburger served up with a literal half pound of fries. No one ever left hungry and the fries cost him nothing. Small Town and had lines out of the door 24/7.
Small business 101. Give the customer more than he expects and they will return. I cringe watching a Subway sandwich "artist" counting my proportions of meat. I want the bean counters away from my dining experience. I applaud and celebrate your free chips. Lol
