You can get hand held Roman candles in the US... Or at least you could a few years ago. Roman candles are one of my favorite fireworks... Right after mortars.

Reagan allowed fireworks to be essentially banned in Cali when he was Governor. I never really got the chance to get into them.
I hold his lack of leadership as one of the contributing factors to my low level of community involvement. The one community day (July 4th) we had he allowed to be destroyed.
He was basically a good governor for that time, But he let a bunch of little stuff eat away around the edges. -
Maine has allowed most fireworks to be discharged by locals. They dont allow bottle rockets, yet they do allow mortars and cakes. Some politician seems to think that bottle rockets are more responsible for brush fires than cakes are. No we arent talking about delicious desert cake. A cake in pyrotechnic speak is a multishot firework display.
