The black tender is mostly oil. Oil has the highest capacity of btu per pound. At least that is burned. I tossed on the radioactive only as comparison.

Since there are more tenders to hold water, the answer is fairly obvious. Steam locomotives are not very efficient. They are gas guzzlers at about 2mpg. It is the reasons that railroads went to diesels. Tho in perspective today, Coal is 4 times cheaper than oil. So in many respects a coal fired locomotive is cheaper to operate now than a diesel. Also a steam locomotive powered train will get more riders than a diesel locomotive.
