What is an Open Board?

Is THAT the kind of question that is OK to call and ask a company about?....reason I ask that here, is that I saw a thread a few days ago on this site from a newbie, inquiring if it's ok to call up/contact a company and ask about the job details. Many replies to his post simply told said driver to just apply, and wait and ask those questions at the interview.

Zvar's comment up there makes me think that this Blue Water Trucking that I'm looking into, is similar to a place I worked early last year (KC Transportation), in that jobs were bid on from highest seniority on down, and the newbies got the scraps. I got no problem with that.....I just didn't know that Open Board was the term that it went by...kinda threw me for a loop.
