What is this tool used for?

i used that when i ran a car hauler to tighten the cars chains down to the truck

Always be very careful with "snap " binders ! Stand clear when tightening them , then once snapped in to position , take the winch bar and hit it. That impact , if not set right will cause it to unlatch. Again stand clear of the swing area of the winch bar and binder! Many people have been hurt , or killed in events of this type !
