It's always a good idea to check with the city or town building department to see if there are height restriction ordinances for fences and to obtain a building permit, if necessary.
If there are height restrictions, explaining your situation could result in you being granted an exception due to extenuating circumstances. There's also a possibility that a portion (up to half) of the cost of said fence would be required from the suntanners next door.
NObody should be expected to endure such torture, as you've described. A sight like that could scar a person for life.

i always wondered why some people buy all high fat, caloric, greasy food, yet get a diet soda...??
do they think the "diet" sodas will prevent them from putting on the weight..?? -

If I had a dollar for every time I heard someone heavy order,
"A dozen doughnuts ----- and a large, diet soda", I could make
a down payment on a Big truck.
I wonder, .............. if they don't lose weight, do they blame it on the diet soda?
I've never heard of a diet doughnut.
