You’re just reading it wrong
Steer and drive are... steer and drive. The two 18000s is the trailer spread weighed individually. I like to do a split weigh and get it all on one piece of paper because I’m a lazy ####.
If they have no clue how to do a split weigh. Just weigh like a regular 5 axle, pull back around and do a reweigh with your spread split between platforms 2 and 3... tada!
..... I honestly don’t know why they can’t just put the 18000s next to one another on the bottom across from “trailer axle”
