Its my fault. I'm making outside wheel into steers. Should have paid to have it done. I'm kinda dumb.

Depends on jurisdiction.
In Alberta we run the white strobe on the roof anytime vis is low. In addition to the 48 other lights on em.
Driver has to make the call. If a highway stop is too dangerous, they are supposed to not do it.
That use of discretion can me too complicated for some....
Most of mine run the county roads and subdivisions. Less traffic and no ambient light makes us easier to spot.
There is a few stops that cause trouble. A country turnaround or a stop on a steep hill. Anytime it's crap I'm out before the runs checking and throwing chip.
Freezing rain, blizzard, below -40 school board calls it a 6 am.
They know I'm out and about beforehand so I always get a call for a report and advice.
