Our sewer line does that too. I used a fish tape and fished a 100' heated wire for keeping gutters and evestroughs thawed into my septic line.
It's plugged into a timer 1 hour on/off all winter.
    Has not frozen since.

Sounds easier than my go to fix. 200' of garden hose run from an outside hot water tap on the house, keep shoving it into the discharge at the mound until it thaws the ice plug. If it freezes again I'm going to use your idea. I'll have to remember to unplug it and bring in the cord before seeding lol

I always rented an artic blaster steam box to thaw mine. Took about 24 beer. Sliding the steam hose into the line 4" every 2 min.
I cut a fish tape the same length as the heated line, used heat shrink and zip ties to attach at the end. I slid the entire 100' into the line.
I just plug in in come December, and unplug in May. It is sold in various lengths. Way easier to install before it freezes..

In all honesty, the attention I enjoy is get'n the arm pump. Love blasting the horn for the kiddos. Got maybe a handful in ol Buck over the years, but Pinkys already mustered 3 in just ~11,500mi. Makes my day probably more than theirs.. lol
