No, no listen. There are sleeve, sleeved nuts that work well on single rim to hub. You do not sleeve a set of duals. You will have a loose wheel. Im not here selling. But I will tell you something that works, when it does. Your going about it the wrong way. Not saying it will solve your problem. But its a start. Tire Radial runout gauge actually would be more beneficial. You mount the rim, square to the hub.
