In my experience, if you pull the cover off the PTO you'll usually find a piece of a gear tooth that has broken off, or a piece of a failed bearing, blocking the PTO fork from sliding back.
Then the search is on to find the gear or bearing in question.

Janesville WI with another structural steel load. 30 mi from delivery in the morning. Then pickup in Beloit to Cincinnati. All no tarp thank god! It was so hot today I had the AC on most of it. The wind was blowing like crazy.
