3.90 seems a tad high on the rear ends for what you need, but that being said I love that truck. The 13 spd would also be a little nicer to me over the 10

Hmmmmmm. Typically nothing beats a Detroit for fuel mileage, however, that taller sleeper on the International should be tall enough to match up with the height of a hopper, unlike that flattop KW. There are a lot of other factors, but that alone may make it a wash.

The log truck I drove had 3.91 rear ends, 24.5’s, and a 525 hp Cummins. At 64 mph I was around 1450 rpms

With that vintage of truck you really have no idea which will be cheaper.
In my opinion, whichever way you go, try to find one that should give you a bit of service without huge expense and make sure you have the resources to spend a lot on it, because you will. It is just a matter of when.
I purchased an 89 from Ritchie Bros. for $19K just to get me by for a bit. That was in 2014, and as of yet have only had to replace an input yolk, u-joints, and tires. I only put 20K or miles a year on it though, but have been very fortunate with this one.
A lot depends on what you are going to use it for, and how demanding your schedule is. If it goes down do you have to rent a truck to cover your obligations? Can you do most maintenance work yourself?
A lot of us on this site prefer to work with older equipment, but that doesn't necessarily mean that new wouldn't be a better way to go depending on your appetite for risk and the number of miles you anticipate running.
