It's a convergence of things. What @blairandgretchen mentions is a big part of it. A whole bunch of new entries over filling the capacity vacuum caused by the Dec '17 ELD mandate.
Now that a lot of spot rates have been driven down to unprofitable levels, greedy shippers are cancelling big, long-standing contracts and putting their freight on the spot market to exploit the downturn in rates. That's what's behind most of the recent medium size carrier bankruptcies. They just aren't efficient enough to load their trucks profitably with high percentage spot market offers. Conversely, that is pushing more volume into the spot market driving rates back up somewhat. So those of us that do a lot of spot freight are seeing more volume, but not with the usual, proportional rate bump. In other words, more volume with maybe a 1/3 of what would be a normal rate boost in a given scenario.
Additionally, I expect to see a few more medium size carriers bite the dust when their grandfathered AOBRD supplier fails to meet the final ELD deadline in just over 3 months.
I think the bottom was achieved this summer. I'm already seeing improvement. In part because volume always goes up in Sept anyway, and the culling has started to make a difference. While i don't expect to see a boom time like early '17, I think with the final ELD deadline looming, that things are shaping up to be fairly decent through this winter and into 2020.
Well good luck with that and prayers for a glancing blow. Kind of being selfish too, as I have a truck inbound for Tuesday drops near Lakeland and Orlando. Z-16,the holy grail of the Chevelle world. First big block Chevelles. Supposedly built 200 coupes,one convertible,although it has never surfaced,around 75 known that are still around. Know of 2 local. Too much one of a kind items on them,to build a clone,keeps the value and integrity up. Special frame,bigger drum brakes,150mph speedo,396-375 with hydraulic lifters,M-20 wide ratio 4 speed,other neat stuff.
Oh,and 70 SS Chevelles were the RPO Z-25 option with the 396(402) engine. Z-15 with the 454.
