First off, I know little about the technical side of CB radios. Which you can probably tell from the question(s) to follow.
I have horrible luck with radios. Have been through 3 or 4 Cobra 29s over the last decade. So, I stepped up and bought a Galaxy 959 with the hope it would last as long as all the others combined.
It developed an issue. I don't remember what was wrong but output signal was breaking up badly. Took it to the shop at Petro (I-70 at OH/IN line) with out researching them. Dude changed something and made it stop breaking up. Great! Nope! No power. Can't hear or be heard past a 1/4 mile. New coax and Wilson antenna. Still no better.
So, who do you guys recommend to send it off to? Want to send/receive further than new. But not looking to walk all over everyone within 20 miles. And, aside from repairing it, what needs to be done to get more power out of it? Don't want to contact someone and sound like a total idiot (even though I am when it comes to CBs)
Running another 29 (with issues already) until I can get the 959 done.

I went one better, had a buddy install it in his truck (didn't adjust his antenna). He couldn't get out with it either. The issue, I feel, is in the radio. I could be wrong though.

How and where is the antenna mounted?

The truck I had it in was a 2005 Int 9200 with the chrome mirror brackets. It was mounted using a typical antenna mount on the mirror bracket.

Even though you said you tried a new antenna, did you have someone adjust the standing wave ratio of the antenna system? If not, you will eventually have problems with your radio.

I trimmed it using the onboard meter. Which, I now understand to be not so accurate. So, that could be part of the issue.
