So do it.
I bet he is assuming you are also within the 100 mile radius.
Is that your new excuse? One dot officer on the phone told you you didn't need one so there? They will do the same thing. Hand you ticket. Tell it to judge. Your problem now.
Don't get me wrong I don't want it either but what are you going to do? If I had enough money for retirement I would seriously consider it. But I don't. And I don't know how else to make the money I do doing this.
Which ELD did you go with

If you operated intrastate ca only then you are under their rules. So you would have til 2020.
I would think as soon as you cross I to az and go over the 100 mile rule you are now subject to interstate law. It would be a question of which law trumps the other. If you are inspected in Arizona and he sees you doing more than the 100 mile even while staying in ca he may decide you are subject to federal rules at all times therefore you are in violation.
It's your gamble I don't really care what you do, I'm just saying if you use "a dot officer on the phone said so" you will get laughed at as well as eviscerated in court if you use it as a defense. That's all.spyder7723 Thanks this. -

That's also how I understand it.
Would be a good question for the oil field guys who perhaps mostly only operate in say Texas for example and only on occasion leave the state. Isn't Texas intrastate hos a little wider than the 14 hour window? -
