    Moral of the story for the rest of us?

    When merging and there is traffic in the potential merge area, assume they will not (or can not) move over, and that they will make no attempt to slow or speed up.

    Why should they be anywhere other then the far right lane? Half the drivers will demand a "slower truck" (everybody other then them) stay glued to the right lane on 3-lane freeways, and deal with the whatever flack comes there way, so the "faster trucks" can progress unimpeded and unbothered.

    The ticket would be "failure to yield right of way" or "improper merge".

    Even running, say a Prime 57 he could have moved over to the middle lane as light as traffic was,
    I hope we don't have another @scottied67 in the making

    The driver isnt changing lanes, they are "merging". Improper merge would be the ticket or failure to yield right of way.

    It is very easy to disprove Prime's claim that s/he slowed down to 45 mph. In the beginning of the video, it took ~9 seconds for 20 dashed highway lines to go by. Towards the end of the incident, it took the same ~9 sec for 20 dashes to go by.

    Each dashed white line is 10' long, with 30' in between, so Prime went 40' × 20 = 800' -- in 9 seconds.

    800' / 9 seconds = ~89 ft/s which is ~= 61 mph

    How is the merging truck supposed to merge when the person that has the right of way decides to slow down and hang out next to them.

    I suppose you could walk into a bar, stand in front of the door refusing to move, but it isn't a good idea.
