Who do I contact to report highway patrol?

    If the OP does this he should know one thing. He will never ever again get pulled over by that cop that gave him the warning and that he complained about. The cop won't want his name connected with the OP in any way shape or form. He also won't want another incident in his personnel fie.
    What will happen is the cop will tell his buddies on the force and they will nail the OP for everything they can. It won't happen real often but it will go on for a long time.
    It's not a good thing but in a lot of jurisdictions it's the way things work.

    Kinda yes and no .I understand why there is that law .. because there times if it’s raining really hard it’s helpfull to see traffic

    As someone else from Iowa, we really shouldn't have to have a law telling people they need headlights on. But, people are completely oblivious to anything going on around them. I'm sure the new no cell phone law will fix it all. Ya right lol

    i have been in so many situations with cops (multiple arrests , tickets) as well dot officers and to be honest i have never been treated like **it , i live in usa for 22 years and have nothing bad to say about law enforcement ...maybe i was just lucky , but in my early age i was real PITA and judges literally knew me personally but as i said - officers always treated me with respect , one officer let me go under influence of alcohol in 2009 or 2010 but instead gave me ton of tickets for seatbelt , no insurance , no front license plate etc and after that never showed up in court and all been dismissed ...since 2014 my record is crystal clear .
    i believe we are missing something in your story ....i never played smarta** with cops also ...this could be the factor

    I think TN has something similar, know they have something ref light on in rain.
