I think it's all about money and that's it. They change the laws, and change them again, completely forgetting that humans can adapt to their environment lol

We are adapting alright. Humans are wonderful this way. I like to see them change the laws again to 5 hours driving, 3 hours more for working and try to get more people's violation revenues flowing towards the State Treasury again once DOT has nothing to cite anywhere in a given state after we all adapted to the new hours by working only half. It's not possible to break the new laws anymore. Just don't put in the hours LOL. /tease
That was the foundation for the regulations, however the reason for them wasn't to control the industry but to prevent the abuse of the drivers that was going on at that time. They were actually killing themselves because of the depression and the need to make money. Companies would force drivers to work 18 and even 24 hours in order to keep their jobs. There was two movies made at that time, one of them called they drive by night based on a book written just before the regulations took effect - Long Haul.
I lived those days before the regulations. I actually remember being interviewed by Federal Government STAFFERS who wanted to fact discovering with me by the fuel pump in Kenly at the T/A there once. It was a interesting interview that started with something like this. Lady with clipboard: Can I interview you on Hours of Service Changes? Me: Only if it's anonymous Lady: You bet. Me: Here some coffee if you want it let's talk what's your questions. It was a difficult interview. I was a wild cat in those days intent on getting as much miles I can get. I was the person they were getting ready to change the rules and make Laws in a few years time. She was good about it but again it was a difficult interview because I was not a good boy in those days. My final solution was a surprising one when the wife expressed a desire to travel the USA and escape the clutches of two hour lunches with her fellow US Government Employees. We turned into a strong team and totally ran legal like 140 hours out of 168 hours each week 1450 miles a day makes dispatch very happy. What Hours of service? Oh so we sit a day, we have to anyway to do laundry. It's all drop and hook until Summer of 2001 then transferred to McKesson to run Narcotics in high value loads as a team there. Million plus dollars in unmarked trucks without stopping except for fuel and never in places like Memphis downtown on that US79 where life is cheap. IF they only knew what was in those Great Dane trailers... Poor food despite our cooking and attempt at healthy eating finally caught up to her later that year. Fast forwards a couple years past that it's Surgery, radiation and chemo time for fighting Cancer. My entire life revolves around pre-cancer and post diagnosis where everything stopped for years. It did quite a bit of damage to us. Only now we emerged from our virtual bunker and are learning to enjoy life again what with the sunshine and the rain.
Exactly how old are you? HOS were first imposed.in 1938. You would need to be well I to your 80's to have driven before them.
Im past 50, be reasonable LOL. Remeber we left the Bretton Woods Gold Standard for good in 1971. You can still purchase gold and silver online and silver certificates in currency on the bay. The Bank informed us though as legal tender they are totally worthless. If they found any, it will be sent to Federal Reserve in Little Rock for destruction. I prefer to put them into the safe, they doubled in retail value once before and doubled again. Good little investment. Trucking has been around longer than you and I put together most likely.
