What's the issue with a $1 Jetpack? It was only a buck. 4G has been more than fast enough for my needs. 5G?, who cares, think about it in another 5 years.

That's not true at all.
I use Cricket prepaid with an ATT based phone and sim card. They allow hotspot on only a few models of phones. Unlocked phones that are not approved WILL hotspot but you WILL get a nasty text from Cricket saying you are running hotspot on an unauthorized device and if you continue they will discontinue your service. I tried ignoring it one time and suddenly I tried to make a call and it said no service available. I had to call them and had them reset my service AND pay a reconnection fee because it was disconnected because I violated TOS. -
Tethering is using your phone as an internet wireless hot spot. Basically like a router at your house. It uses your cell signal's internet connection and makes it available to other devices like laptop computers, tablets, etc. It's legal but you pay extra for it. Using an unlocked device will work for a short period until they catch it then they'll send you a nasty text message. For more info see the post above.

That's cuz you didn't do it right. Use PDANet+ and it won't look like you're tethered.
