@Keiler05 - I like Montana also. Only problem is the cold weather. Cold winters is why I moved from Tennessee to Nevada. Tennessee winters are mild compared to many states, but still more than I want to deal with. Texas is ok too; even OTR tanker jobs are plentiful there or local.

I work doing western regional and I am making .44 cents a mile plus bonuses. traffic is not too bad in los angeles if you plan around it.
There are still places in California that you can afford to live in. central Valley probably the most affordable at about 750 a month to rent.Diesel Dave Thanks this. -

I am not sure about CA but I do know for sure that WA did not require citizenship in order to get a CDL. With CDL in hand most drivers will get hired without proof of citizenship. That is not a joke in anyway and I would be surprised if CA wasn't the same.
Within the last year things have changed and you now do have to prove citizenship. The federal government twisted the arm of the WA DOL, and now they require more then a telephone bill to prove residency. (again that is not a joke. A telephone bill was acceptable proof you were a resident of WA state and acceptable CDL holder.)
As of now about 1/2 the guys at my job speak english worse then I speak spanish. And about 90% of the drivers at our subcontractor are about the same. -
Montana is just like CA. the ######## started infiltrating back in the 80's; who else would implement the stupid disparate auto/truck speed limits.
