Some Dot will do inspections at the yard if invited. Voluntary inspections aren't given citations but advisory warnings.
I know a local company that did this. Not sure if it's the same where you work.

GO into the boss office and tell him no one is driving any of those tractors until autos put back on cite the 393.53 law.
IF you get abused verbally or even fired, your next two calls should be to the FMCSA (You gain 10% whistle blower proceeds) and your State Unemployment will have need of those videos and documented written cause of the whole situation.
The rest of the drivers need to know the 393.53 as well as the shop boss.
Your Company owner or boss has just spun a enormous amount of money for nothing and frankly put his outfit out of service. There is no ifs buts or maybes once DOT catches him at some scales with those manuals on post 1994 tractors.
DO NOT whatever you do drive any of them off the property. DO NOT even. -
I'm surprised this shop is willing to adjust em and let it go.

start pulling threw the scales, request inspection. I will do this if a company refuses to comply. works everytime

It's also such a pleasure when you get that one inspector, that tacks on the extra 2 points? IIRC for not having auto slack adjusters, when you do have auto's they're just out of adjustment and therefore worn out.

I'm just trying to wrap my head around the fact that the owner knowingly put 4 trucks otr knowing they are all illegal.

This industry is known for decisions taken and executed that are something else.
One dispatcher used to require decisions of me, dependent on me to think of something for a problem. But generally not too difficult.
One day Im sitting on a load situation that was impossible. You almost have to split solomon's baby in half to get anything progressing. So I called HQ Dispatch for orders from high.
What do they do up there when the call go through? Delegate it back to my local dispatchers desk with a few punches on the phone. That phone rings. And there he is.

He exploded in laugher. I had to also as well when I completed the logic of the situation and what HQ did.
The load in question never moved. I dropped it. If HQ does not know how high to jump with it its best not tbe under it when they do finally wonder why its not moving yet. -
most dot guys have no idea what type you have there just looking at the stroke I put old style on my trailer and have been dot a few times
