Apu is allowed by the Feds not the State, and it only applies to your gross so 80000, if have on Apu they will come out and look at what the manufacturer said the weight should be

There are no federal laws we deal with (for the most part anyway). All the fmcsa does is publish regulations. The state then takes that regulation, makes a few tweaks, and turns it in to state law.
Mudflaps, steer weights, bridge law, kpra are all examples of states tweaks. Apu is the same. Here is a link on a per state basis.

I wouldn't worry about a few pounds especially with a scale ticket in hand.. weigh stations are looking for gross negligence...
