Apu is allowed by the Feds not the State, and it only applies to your gross so 80000, if have on Apu they will come out and look at what the manufacturer said the weight should be

There are no federal laws we deal with (for the most part anyway). All the fmcsa does is publish regulations. The state then takes that regulation, makes a few tweaks, and turns it in to state law.
Mudflaps, steer weights, bridge law, kpra are all examples of states tweaks. Apu is the same. Here is a link on a per state basis.

Unless you are going to one of the many shippers who feel the need to get you as heavy as they legally can, no matter how much fuel you have. In that case you show up with full fuel tanks and don't go to the bathroom until you've scaled.

Yes and no. Some things the feds do are guidelines, others are strict laws where the states may choose to create their own, stricter laws, but the federal law is still law.

Unfortunately that particular part is a suggestion to the states and not a mandate. You should always look at the laws themselves.

I wouldn't worry about a few pounds especially with a scale ticket in hand.. weigh stations are looking for gross negligence...
