Will this affect my license?

I got a brakes out of service ticket one time because get this,my horn got stuck in the on position.
It bleed all the air out and the brakes of course locked down. No amount of explanation to the cop helped.
My safety director,who was a walking computer with dot regulations,faught to have it removed from my PSP. Forget it. It's helpless and just have to wait three years to come off. It was absurd..
