Yes It would -
Don't know exactly what you are looking for here. If all you want to do is listen, then it should be OK.
Of course, it depends.
You looking to use this at home? In a car? In a big truck?
You know the magnet mount won't stick to fiberglass, right?
Do you want to be able to talk on it, or just listen? -

Go for the 19 DX IV.
Same as the Ultra III but it has an RF gain control so you can manage the noise in the receive. -
Bearskin99, as I noted in another thread started by you, I've found Cobra 19s to be good radios. However, I didn't have much luck using an antenna that looks pretty much like the one you featured from Walmart. I've found that a K30, which is about twice the cost but still cheap, and has a 35-inch antenna, works much better for me. A longer 60-inch Wilson 1000 that I use on my truck is better, but I can't use such a long antenna on my car.

A Wilson Little Will antenna does a great job for a quickie installation.
Not sure that Tram antenna is going to receive or transmit very well...
Sounds like he has a tight budget though and already bought it...

The K30 is better than the little wil. Better still would be a 5" mag mount with a 4' Francis on it.
