    I agree with the others about using PB Blaster. WD40 may help keep things working smoothly but it is NOT a penetrating oil.
    WD=water displacement.

    Nah...Just disagree with the statememnt that you made about spraying winches creating problems.

    I swap trailers often enough that I run across rusty winches, whether rusted open/closed or just enough so they scream when you tighten them. I squirt them with pb blaster, little bit goes a ways.
    If you spray the rail, some little road filth will accumulate: but soon as you slide the winch again it comes right off :/ It works fine for me, never had a problem.

    Kroil works wonders on rust. Not a lube but will get into the rusted area and loosen it up. They claim it will get onto gaps as small as 1 millionth of a inch. Some work with steel wool on the flat part of the winch might help too to clean it up.
