If the wheel is locked and not moving, there is no friction and thus no heat to melt the brake. I hope your joking here.

Not to drag a locked wheel needs not be taught.
The "being taught" that I was referring to is about making fresh "in school" newbies aware of trailer brakes freezing in winter
and the various methods of freeing frozen brakes.blairandgretchen and precisionpower Thank this. -
I hope YOU'RE joking here. No friction??
What do you call that action between the dragged tire and the road surface? -
I spent 30 minutes in a rest area helping a older driver who thought his trailer brakes were froze, he couldn't get it though his head that he had a air leak, I ended up finding it and fixing it for him so he could leave.
blairandgretchen and Truckergirl0720 Thank this. -
thats hates the rubber, not the brakes. In real cold temps that heat will dissipate in the rubber and surrounding air long before it makes it to the brakes. Even if that method does work, you will wreck your tired doing that often. If I saw a driver drag more then a few feet, then I would fire um. (when i buy more trucks and hire dirvers in the future.)

For all you guys who don't want to crawl under the trailer and lay in the snow and ice: I have a little known lesson for everyone. It's called "Prestone windshield de-icer". Works everytime, Just spray it on the locked up brakes, and usually by the time your back in the truck they are free! Beats trying to beat on the shoes!
-
And how do you spray it on the brake shoes without climbing underneath the trailer? Hey, just asking.
-
Oh, you can kneel down and spray, you don't have to lay down
