Would this cause intermittent turbo?

Would a leak like this and a small one on the acuator housing cause my rod on actuator only go up when it wants to but mostly.stay down? If I'm lucky and the truck sits for a few hrs or days when I turn it on the rod will go up like normal and I'll have turbo. For how long tho is the question sometimes it'll be 5 min other times 5 hr then once the rod goes.down and I lose turbo I'll be lucky if it.kicks back on and the rod goes back up. Even if it does it might only.be for.5 minutes.
