Would you hook straps this way?

Advantage of the pictured method is id the strap comes loose the buckle stays in place

Agreed - but if you used the same method but rotated 180 degrees the strap would be inside the rail and just the buckle on the outside with the same loose strap buckle retention.

Ahh. I see. Agreed. I thought we were talking about hooking to the rub rail in general

I did it this way every time I pulled a flat or step (still do on my boom truck) been all over with them never had anyone say a word.

I've done that method as well due to the fact the trailer I was using had no lip to attach strap. Previous owner welded a second plate and on opposite side had double "L" winch rail.
The pet peeve I have is skateboarder who hooks the strap-on to the underside of the frame then up outside rub rail and over to winch.

The current FMCSA manual states that hooking to the rub rail is acceptable but only when there is no other option. So if you can hook to the underside of the frame, they want you to use that over using the rubrail. The newer fontaines have the cutout for the hooks and as per Cali DOT in Truckie in October, they frown on using the rubrail if there was another option. So take that for what it is
