You’re absolutely correct. But as an example, broker tells customer that they can get their load of 9 camrys moved for $4/mile. Customer agrees, broker post that load $0.25/mile/car or $2.25/mile for the load. The broker would make $1.75/mile. So the cheaper he can get a carrier to move that load the more he makes.
Quality carriers aren’t going to touch that load at that price. Too much risk for the little money. So who do they get? Less than quality carriers, that’s who.

You said QUALITY CARRIERS aren't going to touch that load for that price. There is your answer.
Some people would never spend $150.00 for a dinner for themselves. Other people would never go into a burger joint and spend $10.00 for a meal. Wouldn't touch that cheap stuff.
Some people have to have a $150,000 truck that looks beautiful. Some people are more happy with a $10,000 truck that looks cheap. Wouldn't touch that cheap stuff.
Some people would never spend $20,000 for a wristwatch. Some people would never spend $20.00 for a wristwatch. Would nevery touch that cheap stuff.
Some people can run a lean mean tight machine of a business and have a WIDER GROSS PROFIT MARGIN PERCENTAGE Some people don't even know what a gross profit margin percentage is.

Off topic a bit but just my two cents. I won't move a vehicle for under X amount per mile. I also will NOT even call on a vehicle if it is listed for under X amount per mile ( obviously depending on location ). Not worth my time.

Zrya staraeshsya, looking at the way you write, you are obviously an educated person. It's very hard for some people in this industry to understand what it is you are trying to achieve. Crown just posted a load from MD to CA 2750 miles for $5500, that's $2 per mile. It was gone within minutes. There are just too many people willing to work for almost nothing. Not sure there is much point of having a list of brokers with cheap rates because it would only matter to those that care. From what I am seeing, many don't. They just grab anything that's out there.Kozakvod Thanks this.
