I wouldn't. First of all if I own the company and someone like you a stranger calls in on one of my drivers I would ask if you have proof to send me of these allegations. Years ago you could take a man at his word, not anymore. I would then talk to the driver and hear his take on the matter.
One of the things that drew me to trucking years ago was the fact that as a factory worker I worked with tattle tails all day. I thought that being in a truck 2500 miles away from the terminal and miles from other trucks I wouldn't see this trait any longer.
Man was I wrong, I think truckers are the worst there is for tattle tails. If your truck is 3 miles an hour faster than theirs, they will call the shop and complain, no matter where you stop on the road it will be told to all.
What is the point to all of this, put someone down, make yourself feel better. He might be a thief, but his company might be one too, not paying for all miles driven, rip him off on layover pay or whatever.
The way I feel unless what someone does affects me personally, I don't care what they do, I have more important things to worry about. Experience has shown me that ones who do this are often worse than the people they tattle on.
Four wheelers get drivers fired everyday for stupid stuff that isn't half as bad as they make it seem on the phone and the driver doesn't have a chance to defend himself infront of his safety director.
So I am the odd man out here but I would just say no to the do you want to buy some fuel question and move on. Tattling can catch up to you too, you might see this driver at the next truck stop, then, who you gonna call with a crowbar upside your head.

Fighting fire with fire doesn't work. There are two kinds of people I cannot stand in this world. Liars and thieves. Why? You can't trust them. Once a liar, always a liar. Once a thief, always a thief. I do not wish to share the road with thieves, or other drivers/idiots that like to make thier own rules so I will report them. If I deem their actions bad enough, I will block them in a spot and call the police.
And if they want to rumble, lets rumble. -

Drivers are always on about bottom feeder companies.
I tell you that if you sell company fuel or buy fuel from anyone who doesn't own it you are a bottom feeder human.
You can try and justify it but all that shows is that you know it is theft.
You want to know why so many drivers are treated like children and the owners of the trucks keep encroaching on their liberties.
One of the major reasons is because of the criminals that think stealing is okay and others who turn a blind eye long as it does not affect them directly (they think).
It also gives owners and authorities an excuse to encroach on your freedoms.
Therefore it is my business if people go round practicing criminal acts.
It means they don't respect ownership rights which means they don't respect my rights.
They are also giving people an excuse to take away my freedoms.
Stealing is stealing brother.
