Most states allow 20k, two allow only 12k. My steers are about 12k empty and usually around 12500 loaded. Never have I had a problem in Indiana or Wisconsin, the two who limit it to 12k.

Do you have an APU? APU exemption gives you another 400 pounds. Look in the front of your atlas. Every states weight limits for steers is in there. Only three are 12,000. Louisiana, Mississippi & Indiana. If your not going there, you probably be ok.
If you can slide your fifth wheel back a hole, you'll definitely be ok.

Check your map book and look for DOT telephone numbers for the states you'll be running. You can always call them and ask for info. It will also give you legal weights limits and kingpin rules. But, like everyone has already said, some trucks have steers that can carry 6,500 per tire if properly inflated. That's 13000 max weight allowable by your steers and the max weight allowable per state, varies. But most usually allow 12400
