the 16 can only be used if you have left and returned to the same place for the last 7 days. is also only available once every 168 hours AFTER a 34 hour reset

Maximum driving time allowed under 395.3 is 11 hours. 11+2= 13. Simple math really. As I told another poster we can agree to disagree.
This is from the FMCSA's "Interstate Truck Drivers Guide to Hours of Service". Published by the FMCSA......."Even though you may drive 2 extra hours under this exception, you must not drive after the 14th consecutive hour after coming on duty, and you must comply with the minimum 30-minute rest break provisions."Last edited: May 9, 2016

Enough to fill the next truck stop 10 times over. Many of those guys will struggle to find any place to go and will end up on the side of the road.
